Surplus here means any extra amount of money or wares that are not actually needed but which are wanted and welcome. If, for example, a factory is planning to produce 2000 bicyles in one year and it then actually produces 2080 bicycles, there would be a surplus production of 80 bicycles (German: Überschussproduktion).
